EC designs new code of conduct ahead of 2011
The Electoral commission says it is designing a code of conduct for its officials as one of the ways to address the impendin g challenges in the 2011 general elections.
Commission vice chairman Joseph Biribonwa says there is need for various stakeholders to know their role, rights and responsibilities to minimize election related conflicts.
He says the code will mainly affect security agencies, election observers and the media.
Biribonwa meanwhile defends the competence of the EC saying out of the 74 petitions filed between 2006-2009, it has only lost 24, with most of the elections conducted commendable.
